Sorter is an active transformation since the no of input rows is changed after you pass the records through sorter transformation. If the DISTINCT option is selected it passes only distinct records eliminating duplicate records. If the DISTINCT option is not checked we get duplicate records in target.So sorter still remains an active transformation.
